INTRODUCTION
Southeastern Pennsylvania Transportation Authority (SEPTA) announces a limited juried competition for artist-designed gates for the street level entries (Headhouses) to the subway station at the North Philadelphia Transportation Center.
This competition has been limited to a selected group of artists who use various forms of metal as a means of artistic expression and have had experience in similar projects.
BACKGROUND
SEPTA has embarked on an Art in Transit Program, designed to incorporate art elements into renovation and construction projects for selected stations and public transportation facilities. The SEPTA program allocates up to one percent of the construction budget of capitally funded projects for the design, fabrication and installation of permanent artwork.
The purpose of the Public Art Program is to create a more welcoming and dynamic transit environment for regular and new riders and to foster a sense of pride within the surrounding community.
GOALS:
The headhouses at the North Philadelphia Transportation Center have been selected for artwork because of their public access and creative potential.
These new entrances, contemporary in design, will welcome daily riders as they travel to work or school in the morning and as they return home each evening. The entrances will serve as visual landmarks and greatly enhance the streetscape for community strollers and for motorists driving along Broad Street.
SITE
North Philadelphia Transportation Center is located on Broad Street between Lehigh and Glenwood Avenues. The station proper is a pivotal stop on the Broad Street Subway line and is part of a multi-modal transit nexus that offers bus, rail, and subway access to SEPTA’s service region. Constructed in 1928, the North Philadelphia Station is part of a 10.1 mile line that travels north-south across Philadelphia from Fern Rock to Pattison Avenue.
BUDGET:
SEPTA’s Art in Transit Program has established a budget of $92,000 for the total cost of five decorative/functional entrance gates which will be hinged to standard support structures. A single design will apply to all gates.
The budget must allow for the proposal fee, artist’s design fee, legal fees, costs of materials, fabrication, shipment and supervision of installation of the work, and all other art-related expenses.
CONTRACT AWARD
The finalist will be required to enter into a Sub-contract Agreement, including a fabrication and installation schedule, with SEPTA’s design consultant prior to commencing the work. No artist selection shall be considered final until the Agreement has been properly executed.
The selected artist is expected to work with SEPTA’s design consultant and SEPTA’s project architect on the preparation of construction documents and conceptual and technical concerns to ensure the full integration of the artwork and the headhouse.
Compliance with applicable rules, methods and procedures of all governmental boards, bureaus, offices, commissions and other agencies of SEPTA and the City of Philadelphia is required.
Artists applying for commissions installed on SEPTA property must take into consideration the Authority’s concern for the safety and security of its customers and those using transit facilities, while seeking to enhance the aesthetic appeal of the travel environment. While the art installation must be accessible for ongoing maintenance, it must also be sensitive to the flow of pedestrian traffic. Material selection, composition and installation methodology of the selected art commission should complement the functional use of the gates to secure this public transit station.
ARTIST SELECTION PROCESS
All entries will be reviewed by a 5-person Selection Panel which will include SEPTA's Manager of Art in Transit, a member of the Project Design Team, a Community Representative, an Artist and an Arts Professional, who together will recommend a group of 5 Finalists based on written statements, resumes and slide submissions.
At an Orientation Meeting at the site, Finalists will be given all necessary plans and specifications as well as material describing the surrounding community. (Information about Philadelphia may be accessed via the Internet at: www.libertynet.org/phila-visitor Information about SEPTA may be accessed at www.SEPTA.org Finalists will then be requested to present a concept proposal and rendering of the artwork. A design stipend of $1,000 will be awarded to each Finalist. This stipend must cover all expenses incurred in preparation of the concept proposal and the presentation to the Selection Panel, the Philadelphia Art Commission and to all other required SEPTA and community meetings. The Selection Panel will reconvene to review the Finalists' proposals and will make its final recommendations. (The Panel reserves the right to recommend none of the submissions.)
SELECTION CRITERIA
For the Proposal Review, the selected Finalists will be evaluated based on the following criteria:
• Conveys high artistic quality
• Animates the station entrance
• Responsive to the security function of the gates.
• Relative resistance to vandalism
• Minimum maintenance requirements
• Technical proficiency
• Durability of materials

Dates are subject to change. SEPTA reserves the right to change the schedule, modify or revise any part of the Call to Artists at any time.
HOW TO APPLY
1. Submit slides of your work.
Please include a maximum of 8 slides of recent work. Collaborative teams must include up to 4 slides per member. All slides must be clearly labeled directly on the slide mounting with the artist's name, a number corresponding to the number on the slide sheet, and an arrow indicating the top of the slide. All slides must be 35 mm enclosed in 2"x2" mounts. Slides must be submitted in a standard sized plastic slide sheet.
2. Submit 1 copy of the Slide Identification Form.
The Slide Identification Form, provided in this prospectus, must be typed or clearly printed. Each item must correctly correspond to the numbered slide submitted. Only the enclosed Slide Identification Form will be accepted. It may be photocopied for each team member.
3. Submit 2 copies of a current résumé.
If you are submitting as a collaborative team, you must include 2 copies of resumes for each member of your team.
4. Submit 7 copies of a written Statement.
Please provide a brief statement describing your aesthetic and functional approach to the entrance gate project. The statement should fill no more than one side of an 8 ˝” x 11” sheet of paper. A detailed proposal is not expected at this time; however, we do expect the statement to focus on the artwork you are proposing and not on past work. The statement must be typed using a font no smaller than 12 pts; handwritten submissions will not be accepted.
5. Include one 9"x12" self-addressed stamped envelope for return of slides. Every effort will be made to ensure the safe handling of artist's materials; however, we cannot be responsible for their loss or damage.
6. Additional guidelines:
•Incomplete or ineligible submissions will not be reviewed.
•All pages submitted must be 8 l/2"x11".
•Use only paper clips (not staples) to secure any part of your application.
•Do not collate materials.
•Please send no more than the maximum number of materials specified.
•Please do not send folders, cover letters, printed reviews, tapes, brochures or catalogues.
DEADLINE
Submissions must be received by 5 PM. on April 1, 2005. (We are unable to accept faxed or late entries.)

NOTIFICATION OF RESULTS
Finalists will receive notification of the panel's decision by letter by April 25. Slides accompanied by a return envelope with sufficient postage will be returned by mail; however SEPTA cannot be responsible for loss or damage to entries. All materials should be mailed or delivered to:
